Year-End Assessment and Program Review

COTABATO CITY (December 18, 2017) – Regional Darul-Ifta of the ARMM came into existence by virtue of Muslim Mindanao Autonomy Act No. 323 signed into law by the Autonomous Region in Muslim Mindanao Governor Hon. MUJIV S. HATAMAN, November 11, 2015.  The law which serves as the charter of the Regional Darul Ifta repealed Executive Order No. 09 issued by the ARMM Regional Governor in 2014 creating the Technical Working Group for the creation of the Regional Darul Ifta which primarily aims among others to promote Islamic solidarity locally and globally, uphold rule of law through Islamic jurisprudence, strengthen Islamic preaching and guidance and utilize knowledge and social capital of the Ulama for common good.

It is empowered to establish a consultative body for policy making and guidance and to promulgate, adopt and implement policy guidelines, procedure, rules and regulations necessary for the proper management and operation of the office of the Jurisconsult in the exercise of its mandate.

The Year-End Review is a formal performance assessment for the year. The purpose of a year-end assessment is to review the agency achievements against its goals and competencies, celebrate successes, and document the progress the agency made on its development plan. It also helps to ensure that all employees are fairly assessed, have a sense of accomplishment, and clearly understand how their accomplishments have helped drive Stanford’s mission of excellence.

The basic purpose of this activity answers where the agency now, where the agency is going, and how the agency will get there. The agency must also determine what sort of future is desirable, and then determine how this can be achieved. Whenever the agency and its employees set a course of action to be taken to achieve longer-term goals, they are engaging in strategic planning.

The agency presented the Highlights of Accomplishment from 2015 – 2018. The agency highlighted its programs for incoming January 21 plebiscite and the transition from ARMM to BARMM. The key officials dialogued with the MILF Chairman and submitted its Bangsamoro Development Agenda, the contribution of the Regional Daru;-Ifta’ in the Bangsamoro Autonomous Region in Muslim Mindanao. The Planning officer presented the Physical and Financial report of the agency and how the funds were utilized.

RDI aims to strengthen Ulama participation in the promotion of peace, governance and development across the region. To be the partner of the new BARMM in its campaign for good governance and effectively counter/prevent all forms of violence, extremism and terrorism.

At the end of the session, the agency was able to present the whole operations and the moving forward steps in the incoming BARMM.
